At a glance
PM Gati Shakti National Master Plan (NMP) is a digital platform that brings together the infrastructure plans of central ministries and States on one GIS map, so that roads, railways, ports, pipelines and power lines are planned together instead of in silos. The National Logistics Policy (NLP) of 2022 builds on it to cut the cost and time of moving goods. In October 2026 the Cabinet added a new apex planning body, the Integrated Transport and Logistics Authority (ITLA).
Key facts
- PM Gati Shakti NMP launched: 13 October 2021
- National Logistics Policy launched: 17 September 2022
- Nodal department: DPIIT (Logistics Division), Ministry of Commerce and Industry
- GIS platform built by: BISAG-N (Bhaskaracharya National Institute for Space Applications and Geo-informatics), Gandhinagar
- Seven engines: railways, roads, ports, waterways, airports, mass transport and logistics infrastructure
- Institutions: Empowered Group of Secretaries (chaired by the Cabinet Secretary), Network Planning Group, Technical Support Unit
- NLP targets: cut logistics cost towards global benchmarks by 2030; reach the top 25 in the World Bank Logistics Performance Index by 2030
- India in World Bank LPI 2023: 38th of 139
- Logistics cost estimate: 7.97% of GDP in 2023-24 (DPIIT–NCAER study, 2025)
- LEADS: Logistics Ease Across Different States index, by the Department of Commerce, since 2018
How it works
Gati Shakti. Each ministry and State uploads its existing and planned assets as data layers. Before a project is approved, planners can see what else is in the area (forests, rail lines, utilities, industrial clusters) and fix gaps in last-mile connectivity. Projects above a threshold are examined by the Network Planning Group.
National Logistics Policy tools.
| Tool | What it does |
|---|---|
| ULIP (Unified Logistics Interface Platform) | Links logistics data from many ministries through APIs |
| E-LogS | Ease of Logistics Services portal for industry grievances |
| CLAP | Comprehensive Logistics Action Plan with eight action areas |
| LEADS | Ranks States/UTs on logistics performance |
| State Logistics Policies | States frame their own policies aligned to the NLP |
ITLA. The Integrated Transport and Logistics Authority, approved on 6 October 2026, is a special purpose vehicle that will prepare a National Transport Master Plan with a horizon of ten years or more across roads, rail, ports, aviation, inland waterways, coastal shipping and urban mobility. It will carry out technical appraisal of central infrastructure projects costing ₹500 crore or more (financial appraisal stays with existing bodies) and build a National Transport Data Repository using sources such as e-way bills, FASTag and Vahan.
Recent developments
- 6 Oct 2026: Union Cabinet approved the Integrated Transport and Logistics Authority (ITLA) as the apex body for integrated transport planning and technical appraisal of projects of ₹500 crore or more.
- Sep 2025: DPIIT–NCAER study put India's logistics cost at 7.97% of GDP for 2023-24, replacing the older 13–14% estimates.
Exam traps
- Gati Shakti was launched on 13 October 2021; the NLP on 17 September 2022 (the PM's birthday). Do not swap them.
- The NLP's LPI goal is "top 25 by 2030"; India was 38th in the 2023 LPI.
- LEADS is an Indian index of States by the Commerce Ministry; the LPI is the World Bank's index of countries.
- The GIS platform was built by BISAG-N, not ISRO or NIC.
