On 25 October the Prime Minister opened the RBI's new Tier-IV data centre and cybersecurity training institute in Bhubaneswar. Abroad, Lula won Brazil's presidential runoff. At home, Ladakh was declared India's first fully organic Union Territory and the 139th Mann Ki Baat marked the centenary of fibre-optics pioneer Narinder Singh Kapany.

  1. 1PM inaugurates RBI's data centre and cybersecurity training institute in BhubaneswarOn 25 October Prime Minister Narendra Modi inaugurated the Reserve Bank of India's new data centre and its Cybersecurity Training Institute at Info Valley-II, Jatni, near Bhubaneswar, Odisha. Reports put the cost of the data centre at about ₹169 crore. Governor Sanjay Malhotra said the facility has Tier-IV certification from the Uptime Institute and called it "sovereign" because the RBI will not depend on third-party cloud providers. The complex has four independent data centres. It will run critical systems including RTGS and NEFT, as well as government banking operations. The RBI's three existing data centres are all in Maharashtra, so the Odisha site gives geographical separation. NPCI runs UPI, but UPI transactions are finally settled through the RBI's systems. The training institute will train staff of the RBI, banks and other financial institutions in cybersecurity, AI and quantum computing, and will also carry out research. The foundation stone was laid on 22 March 2023.

Exam angle: The RBI owns and operates RTGS and NEFT, while NPCI (set up in 2008) runs UPI, IMPS and RuPay. The RBI was set up on 1 April 1935 under the RBI Act, 1934, and has its headquarters in Mumbai. Tier IV is the highest data-centre resilience rating: the facility must be fault-tolerant, with fully redundant power and cooling. 2. 2RBI study: banks pass on rate hikes faster than rate cutsA study published in the RBI Bulletin compared how banks passed policy changes on to borrowers. In the tightening phase (March 2022 to January 2025) the repo rate rose 250 bps, and lending rates on existing loans rose 191 bps, a pass-through of 76.4%. In the easing phase (February 2025 to March 2026) the repo rate was cut 125 bps, but lending rates fell only 80 bps, a pass-through of 64%. The weighted average lending rate (WALR) on fresh loans fell 93 bps over the easing phase. The study also found that, when measured on the headline WALR, which reflects shifts in the mix of loans as well as price changes, the gap almost disappears: 74.4% in easing against 72.4% in tightening.

Exam angle: Monetary transmission is the process by which a change in the policy repo rate feeds into deposit and lending rates. Since 1 October 2019, banks must link new floating-rate retail and MSME loans to an external benchmark such as the repo rate (the EBLR system), which speeds up transmission. The repo rate is now 5.50%, after the 7 October 2026 hike. See Monetary transmission mechanism.

  3. 3EPFO weighs a ₹25,000 crore Interest Stabilisation ReserveThe Employees' Provident Fund Organisation (EPFO) is considering an Interest Stabilisation Reserve of about ₹25,000 crore. The aim is to keep the annual interest credited to its roughly 30 crore members steady when corporate bonds in its portfolio default or have to be sold at a loss. The proposal comes from a study by IIM Kozhikode, which EPFO's investment committee has discussed. The reserve would be built up gradually from surplus capital gains on ETFs and excess interest income, and kept only in liquid government securities. The report has gone to a high-powered panel that is reviewing EPFO's investment framework. No decision has been taken yet.

Its headquarters is in New Delhi, and its apex decision-making body is the Central Board of Trustees (CBT). The EPF interest rate for 2025-26 was kept at 8.25%.

  4. 4SBI confirms 3,897 customer records leaked on the dark webIn a stock-exchange filing on 21 October, State Bank of India said its preliminary review of about 3.75 lakh records posted on the dark web had found 3,897 SBI customer records containing personal data such as names, mobile numbers, dates of birth, addresses and loan details. The bank said it had been alerted on 16 October by its threat-intelligence vendor, the Defence Cyber Agency and CERT-In, that it had activated its incident-response process, and that core operations were not affected. A CERT-In-empanelled agency is investigating the source of the leak. Digital-rights groups noted that the breach-notification duty under the Digital Personal Data Protection (DPDP) Act takes full effect only in May 2027.

Exam angle: The DPDP Act, 2023 is India's data-protection law. Its Rules were notified in November 2025 with an 18-month transition, so most duties of data fiduciaries apply from 13 May 2027. Penalties can go up to ₹250 crore per breach, and they are imposed by the Data Protection Board of India. 5. 510-year G-sec yield climbs to a three-year highIndia's benchmark 10-year government bond yield closed at about 7.47% on 23 October, its highest level since March 2023. It has risen about 78 bps in four months. Traders cite high crude prices (Brent has been above $110 a barrel), heavy government borrowing, tight banking liquidity and expectations of more rate hikes after the RBI's October move. Some dealers expect the yield to reach 7.65–7.75% by December. Retail inflation rose to 5.54% in September.

Some dealers expect the yield to reach 7.65–7.75% by December. Retail inflation rose to 5.54% in September.

Exam angle: Bond prices and yields move in opposite directions, so rising yields mean falling prices and mark-to-market losses for banks holding G-secs. The RBI raised the repo rate by 25 bps to 5.50% on 7 October 2026 and changed its stance to "calibrated tightening". The RBI manages the government's market borrowing programme. Exam angle: The previous record was Hyundai Motor India's ₹27,870 crore IPO in October 2024. In a fresh issue, the money goes to the company; in an offer for sale (OFS), it goes to the selling shareholders. SEBI regulates IPOs under its Issue of Capital and Disclosure Requirements (ICDR) Regulations, 2018.

  2. 10Samudra Manthan guidelines: Centre to fund up to half of deepwater well costsNew operational guidelines for the ₹84,084 crore Samudra Manthan scheme, the National Offshore Exploration Scheme, set out how the Centre will share drilling risk. It will fund up to 50% of the cost of 56 deepwater exploratory wells, capped at ₹675 crore a well, and up to 100% of four stratigraphic wells, capped at ₹1,350 crore each. All the wells are in water deeper than 400 metres. If a well is dry, the support is not recovered. If it finds oil or gas, the operator repays the government in annual instalments, without inflation indexation. Repayment starts after seven years of commercial production or once the operator has recovered half of its exploration and development cost, whichever comes first. Only blocks awarded under the revenue-sharing contract regime since 2016 qualify.
