At a glance
Ladakh is a cold, high-altitude desert between the Karakoram and the Great Himalaya, bordering China and Pakistan-occupied territory. It became a Union Territory without a legislature on 31 October 2019, when the J&K Reorganisation Act, 2019 split the former State. It is run by a Lieutenant Governor, with two elected hill councils for Leh and Kargil, and local groups continue to press for statehood and Sixth Schedule protection.

Governance. With no Assembly, laws for Ladakh are made by Parliament or through regulations under Article 240. In June 2025 regulations capped reservation in government jobs, set a domicile rule and named English, Hindi, Urdu, Bhoti and Purgi as official languages.
Demands. The Leh Apex Body and the Kargil Democratic Alliance seek statehood and inclusion under the Sixth Schedule (tribal autonomous councils), since most of the population is Scheduled Tribe. Talks with an MHA high-powered committee continued through 2026. Protests in Leh on 24 September 2025 turned violent and four people died.
